of Eutaw, Alabama, was sent by
William T. Riddle, on 21 February
1861, to Stephen Fowler Hale, an
Alabama's delegates in the
Provisional Congress of the
Confederate States. Its 15 stars
express the optimism felt by many
that all of the slaveholding States
would eventually join the Confederacy.

The designer of these two submissions is unknown. Perhaps inspired by the British white naval ensign, they indicate that the designer has some knowledge of the rules of good flag design.

The this flag was designed by Thomas H. Hobbs of Chattanooga, Tennessee (which was not yet a member of the Confederacy). It was sent to Alabama congressman Richard W. Walker on 11 February 1861.

Five of the eleven designs submitted by someone identifying himself only as "West". The use of the crescent in several designs hint that "West" was from South Carolina. His other submission are in the section titled Modifications of the US flag.
